Flood Risk Assessment and Mitigation Strategies Using GIS-Based Modeling

Flooding is one of the most devastating natural hazards, causing significant loss of life, infrastructure damage, and economic disruption worldwide. Effective flood risk assessment and mitigation are essential for sustainable urban and regional planning, particularly in flood-prone areas. This study presents a comprehensive flood risk assessment and mitigation framework using GIS-based modeling to identify vulnerable regions and support decision-making for disaster management. The methodology integrates hydrological data, topographic information, land use/land cover (LULC) maps, rainfall intensity records, and river discharge data within a Geographic Information System (GIS) environment. Digital Elevation Models (DEM) are utilized to analyze terrain characteristics such as slope, elevation, and drainage patterns. Hydrological models are combined with spatial analysis techniques to simulate flood inundation zones and assess flood hazard intensity. Flood risk mapping is performed by overlaying hazard, vulnerability, and exposure layers to classify regions into low, moderate, and high-risk zones. The results indicate that low-lying areas near riverbanks and densely populated urban settlements are highly susceptible to flooding. It is also observed that land use changes and inadequate drainage systems significantly contribute to increased flood risk. The GIS-based model effectively identifies critical hotspots and provides spatial insights for efficient disaster preparedness and planning. Mitigation strategies such as improved drainage infrastructure, flood zoning regulations, early warning systems, and afforestation are proposed to reduce flood impact.
